Congress to weigh $20 billion in disaster aid
      

WASHINGTON (Reuters) - Congress is considering whether to provide more than $20 billion in emergency aid to states hard hit by hurricanes and other recent natural disasters, congressional aides said on Tuesday.
    The money would help pay for cleanup and rebuilding in Texas, where Hurricane Ike battered Galveston and Houston on September 13, destroying property, disrupting basic services and displacing many residents.
