            GAIN is struggling without water after the Department of Agriculture failed to make a payment on it's water bill... and the clock is ticking for the Department of Corrections which has a $192k water bill which has not been paid.  But the administration may have made an 11th hour save.

Meanwhile, the governors office says the bills will be paid tomorrow. Governors spokesman Shawn Gumataotao says they received word from the speaker of the legislature, approving the use of '09 funds to pay the prior year debt.  Gumataotao says the checks will be released tomorrow for GAIN and DOC.
