WASHINGTON (Reuters) - The U.S. Treasury Secretary and members of Congress locked horns on Tuesday over a $700 billion financial bailout fund, with lawmakers demanding money to stem foreclosures and Henry Paulson arguing it was meant for investing in financial companies.<div class="feedflare">
