BASRA, Iraq (Reuters) - Iraqi Prime Minister Nuri al-Maliki ordered Shi'ite militiamen to surrender on Wednesday as his forces staged a crackdown on followers of powerful cleric Moqtada al-Sadr that threatened to wreck a ceasefire.
