WASHINGTON (Reuters) - Vice President Dick Cheney said on Monday the military prison at Guantanamo Bay could not be responsibly closed until the U.S. war on terror is over and he defended the practice of subjecting detainees to simulated drowning during questioning.<div class="feedflare">
