NEW YORK (Reuters) - Shares of Rohm &amp; Haas  plunged more than 17 percent in Monday pre-market trade a day after Kuwait decided to scrap a $17.4 billion joint venture deal with Dow Chemical , potentially upsetting the company's plans to buy rival Rohm &amp; Haas.<div class="feedflare">
