NEW YORK (Reuters)- The Nasdaq and S&amp;P 500 rose on Thursday after news that Citigroup Inc  agreed to support legislation aimed at stemming home loan foreclosures, offsetting Wal-Mart's disappointing sales and outlook.<div class="feedflare">
