Cooper when he bailed out of a plane over the Pacific Northwest, the FBI said Tuesday. Investigators reached that conclusion after speaking with parachute experts, including Earl Cossey, who packed the chutes provided to Cooper that rainy November night in 1971.</p><br clear="all"/>
