TORONTO/NEW YORK (Reuters) - Canadian fertilizer producer Agrium Inc  offered to buy U.S. rival CF Industries  for $3.6 billion in cash and stock on Wednesday, as it moves to gain a foothold in the global nitrogen market.<div class="feedflare">
