LOS ANGELES (Reuters) - California's mountain snowpack was measured at 80 percent of normal on Monday despite recent storms, far from enough to ease a prolonged drought that is forcing water rationing in cities and sharp cutbacks in irrigation supplies to farmers, state water officials said.<div class="feedflare">
