WASHINGTON (Reuters) - About $3 billion to $5 billion in U.S. aid for rebuilding Iraq has been wasted since 2003, and similar problems will likely haunt development in Afghanistan, a top U.S. watchdog said on Wednesday.<div class="feedflare">
