Regional Web Designer vs Non-local SEO Business

Hey there folks...  I've been hanging around this forum for a long spell but I don't typically post.  Though, I have a query that I feel would be wise if it is answered by folks who are far more informed than I am about the world wide web.  I am beginning my own company and I want a web page.  A great deal of the success of the firm will be determined by the quality of the web site.  I am allowing for two choices:

1.  A regional web company like this one that is native to my area (You are not allowed to view links. Register or Login)
One of their web pages:
You are not allowed to view links. Register or Login

or

2.  A non-local brand like SEO.com. 

The non-local company is nearly 8  times higher in cost but they evidently know what they are doing.  The community company ranks well locally and has the superlative designs...

I am hoping for support in which direction to go.  Thank you!
