"What do you do when you've got deep-seated and long-lasting grief and three crimes and an application in relation to each of them and limited financial capacity to pay?" Justice Cummins said.
He said he should also take into account Farquharson's financial situation.
Ms Gambino's lawyer Darren Bracken said her compensation claim is based on an affidavit by Ms Gambino and medical and psychiatric reports.

His ex-wife Cindy Gambino is suing him for pain and suffering over the drowning deaths, saying she has suffered and will continue to suffer injury, loss and damage as a result of his crimes.
During his trial, the jury heard Farquharson murdered his three sons to punish Ms Gambino.
The Victorian Supreme Court heard during her application for compensation on Friday that Farquharson has $66,000 in assets.
"And a person in custody with no minimum term."
The court heard Farquharson was not opposed to the making of the application but maintained his innocence. His appeal against conviction is set for June.

Justice Cummins will deliver his judgment on May 12.
However, Justice Philip Cummins said the purpose of the application was not to punish Farquharson.
Mr Bracken said Ms Gambino still receives weekly counselling and medical attention.
Mr Bracken replied it was up to the court to use its discretion to balance the interests of the victim and accused.
