"I found the comments nothing short of outrageous and totally inappropriate from someone representing the membership," he said.
Wednesday's meeting was called after 700 union members signed a petition seeking information on how Mr Ashby was allowed to rejoin the union and the decision by union chiefs to fund his defence.
Mr Davies said it was "pathetic" that the conversation had been taped secretly but stood by his comments.
The comments are likely to add further tension to an expected fiery special meeting of Police Association members in Melbourne on Wednesday.
Acting Superintendent Philip Green has admitted to The Age newspaper he had covertly taped his conversation with Police Association secretary Greg Davies.
Members of Victoria's Police Association are "ignoramuses" and "dills", the union's secretary said in a secretly taped conversation with a senior policeman.
The newspaper says Supt Green is influential in the push to overturn the union's decision to fund the legal defence of former assistant commission Noel Ashby.
As Mr Davies discussed the format of Wednesday's factionally charged meeting,You are not allowed to view links. Register or Login, he said union members would not assist the union by making "ridiculous" comments to the media after the meeting.
"Coppers, many of them being the ignoramuses that they are - and let's face it there are a lot of dills out there - will blurt outside,You are not allowed to view links. Register or Login, and ridiculous comments will be splashed all over the newspapers the following day," Mr Davies said on the tape.
Acting Superintendent Green said he taped the meeting to ensure he was not later misrepresented and gave copies to other members.
