If you don't want your users to have access to the network neighborhood:

Run "Registry Editor" (RegEdit.exe)
Select the following registry key:

HKEY_CURRENT_USER\Software\
Microsoft\Windows\CurrentVersion\
Policies\Explorer

Add parameter "NoNetHood" and set its value to "1"
Restart Windows
