Investor's Business Daily - Regional activity stabilized in April as the Empire State Manufacturing Index rose to 0.6 from March's record-low -22.2. Readings below zero signal contraction. The new orders and shipments indexes also moved back into positive territory. The prices paid index leapt to 57.3, the highest since Nov. '05, and more firms plan to boost their prices. The employment index fell to zero. The outlook index dropped to 19.6 from 25.8 as factory execs expect higher costs, less hiring and less capital spending.
