200000 questions were asked during the past years i would like to make a short summary for all of them
Here are the stuff u need to have if u have no skills at all before about anything

• A program like microsoft frontpage which helps you to setup html pages without any html skills
  
• Webhost: you need to place your files on the internet to be shared, you need a webhost who will host your files on his server, that is like a hard disk online where people can enter the files on it in this case the files are the html files created by Microsoft front page. if you want a free webhosting account check You are not allowed to view links. Register or Login 
• Once you host ur files u will need to have a Domain which is a name .com .org or what ever it is good registrars for domains are such as You are not allowed to view links. Register or Login and many other if you want free one also check You are not allowed to view links. Register or Login
• then once u get these 2 you are done, then u will have to work on ur site content and   PR which page rank , which is google ranking way it goes from 0 to 10 where 10 is the best
