NKorea vows to exclude Japan from nuclear talks

AP - North Korea vowed Saturday to exclude Japan from talks aimed at ending the North's nuclear programs, in apparent retaliation for Tokyo's insistence that it fully explain past kidnappings of Japanese citizens.
