County gives Scroggins mill to non-profit
         

The fate of the Scroggins building at Fourth and West Sherman streets is no longer in the hands of Linn County Commissioners. Last Wednesday, the deed to the building was given to the newly-formed Scroggins Mill Rural Heritage organization, a non-profit group, with the goal of turning the aging structure into a public museum.
