Canada says oil sands must capture carbon by 2012
      

CALGARY, Alberta (Reuters) - Oil sands plants starting up
in 2012 and beyond will need to implement carbon capture and
storage technology as Canada aims to meet its target for
greenhouse gas emission cuts, Environment Minister John Baird
