SAN FRANCISCO (Reuters) - California Gov. Arnold Schwarzenegger declared on Friday his state to be in fiscal emergency, allowing him to call lawmakers into another special session to tackle the state's weakening finances, which include a $40 billion combined budget shortfall for the state's current and next fiscal years.<div class="feedflare">
