Citigroup (C ) said Wednesday its issuing $20 billion of its perpetual preferred stock to the U.S. Treasury Department as part of the Troubled Asset Relief Program.  n addition to the issuance of stock Citigroup agreed to a new compensation plan for its executives.<img src="You are not allowed to view links.
