NEW YORK (Reuters) - Proposed legislation to tax 90 percent of bonuses at companies receiving more than $5 billion in government funds is "unfair," Bank of America Corp Chief Executive Kenneth Lewis said in a memo to employees on Friday.<div class="feedflare">
