Investor's Business Daily - Fed Vice Chairman Donald Kohn says banks have become so cautious in their lending that credit costs are rising despite the Fed's aggressive interest rate cuts. This "tightening" is accentuating the risks of an economic downturn, he said. Kohn urged banks to consider increasing their capital cushions to protect against unexpected declines in asset values and position banks well for expansion.
