How to have a Page Rank 8 or 9 
Here are few tips which you should always keep in your mind when setting up a website and want to have a high page rank
Provide links to all your pages
Write a good sitemap to all your site links also put important pages in your site in your site footers
Avoid xml site maps
This is because other webmaster can copy it thus there will be a duplicate of it online
Link to sites with higher page rank related to your site
No high sites are linking to you ?
This means you dont have a quality website, work on the content then retry
Use different keywords & synonymous in your text
Don't just repeat the same keywords use synonymous or other words which your visitors might search in search engines for
Use descriptive links in your site
Let the text of your links be as descriptive as possible, this is good for your visitors and search engines
Google HATES keywords stuffing
Don't just put as much common keywords in your site just to put them because search engines will conceder it as spam. Its not good for your visitors to open a site stuffed with keywords and also not good for search engines
Keyword order matters a lot
see the difference if you search in Google for "Ryan's District" and for "District Ryan" see how much the change is
The first will show my site at the top of the first page where as the latter will show what you wanted (although it shows your site at the top or bottom of the list )
Be good to other webmasters and competitors   :Pol   
Competitors if there business is threaded by your site, they may do anything to harm you.
For example they may spam on other sites under your site name that make the sites put on spam lists
also they may duplicate your content & subject you to copyright troubles. Remember duplicated content of your site is not good for search engines
Avoid using flash and java scripts web designs
This what I suffer of most , DON'T use JavaScript based or flash website because Google cant search them

Let your visitors help in building up content to your site
Use on you site software which allows visitors contributions such as comments feedbacks questions and answers
Avoid Images or text in images
As search engines don't read what is inside images DON'T write text in images. Many do this so that no one steals there articles. Don't do it
If you want to put a text in images do put good descriptive "alt" tags to your image
Remember using images will consume lots of space  bandwidth compared to text [ it matters if you got lots of images]
Use keywords in your pages names such as  [ ryan_website.php ]
Submit your site to search engines and good directories
Make sure your site is listed in DMOZ.org  You are not allowed to view links. Register or Login and other similar services

Use <h1></h1> tags
Use these for your major titles they are amazing for search engines

Put your site in every signature in forums you post at (if they allow it )
Use good headers

the "<meta content="Description of your site" name="description"> " is what appears in the description of some search engines
the "<meta content="Your site keywords" name="keywords"> " is also important to tell what keywords user type in search boxes are available in your site
Finally Good Content the most important
Write good articles and content this is good for search engines and your visitors
You can never have an active good site with people who come back to check it unless you write good content to your. Always add new stuff to make people come back to your site. The bigger the site --> the more the pages in search engines are cached the more visitors you earn--> the more the profit
Think of your self will you ever just enter a small site which have the same content never updated and the content in it is rubbish ?

You should also do Search engine optimization, like building links, offline advertising also improves page rank(believe it)
